Novel coronavirus (COVID-19) impacts

Due to the impacts of COVID-19 on Council's meeting dates and the reallocation of City resources to critical and essential services, there will very likely be a delay in responding to received petitions by the way of future committee reporting and Council decisions.

It is also recommended that COVID-19 safety precautions be considered when preparing and submitting petitions. This includes, for example, electronically lodging petitions and implementing other measures that do not require petitioners to share pens or be within 1.5 metres of each other when signing.

The latest advice from official COVID-19 Queensland and Australian health sites should be considered in the first instance.

Requirements for preparing a petition for Council’s consideration

Subordinate Local Law 1.1 (Meetings) specifies the criteria that petitions must meet and how the Council must deal with them.

Essential requirements for preparing a petition

  1. The central message should be brief and concise.
  2. Only hard copy or electronically scanned documents that meet the criteria specified in 3 below will be accepted. Electronic/online petitions that do not contain handwritten signatures, or do not meet the other criteria specified in 3 below, will not be accepted.
  3. A petition is not to be presented by a Councillor or received by the Council unless it:
    1. is worded in respectful language
    2. is typewritten or otherwise legible
    3. contains a minimum of 10 signatures
    4. contains the names and addresses of signatories.
  4. Petitions should be directed to either the CEO or the respective Divisional Councillor.

Consideration by Council

Each petition is to be presented by a Councillor, who as far as possible, is to make themselves acquainted with the subject matter of that petition.

The nature of each petition is to be stated to the Council by the Councillor presenting it and, if required, is to be read.

On the presentation of a petition to the Council the only question to be entertained is:

  1. that the petition not be received; or
  2. that the petition be received and referred to a committee for consideration and report.

The petition will not be debated at the meeting. If formally received, it will be referred to the relevant Council Directorate for investigation and preparation of the necessary report to committee.

Council may publish any petition it receives.

The lead petitioner will receive all correspondence regarding the petition.
